Competency-Based Management to Enhance Labor Competitiveness of Human Talent

This study aimed to explore the strategic application of competencies within human resource subsystems and to propose a training model capable of strengthening organizational talent. A qualitative approach and an analytical and propositional documentary design were used, conducting a review of specialized literature from 1973 to 2023, applying criteria of thematic relevance, authority, and currency. The conceptual analysis disaggregated job competency into its five interdependent dimensions (knowledge, skills, interpersonal skills, motivation, and ability) and examined its systemic integration within human resource subsystems. The results confirm that the effectiveness of this approach depends on a competency-based job manual, which guides the processes of selection, evaluation, compensation, and training. The main propositional finding was the presentation of a four-stage instrumental competency-based training model (identification, design, development, and evaluation), structured according to the PDCA (Plan-Do-Check-Act) cycle and aligned with the international standards ISO 9001:2015 and 10015:2019. It is concluded that this model operationalizes the theory, transforming training into a strategic investment that closes talent gaps, aligns individual capabilities with organizational objectives, and generates a sustainable competitive advantage in disruptive environments.
